Ian Cullen & Associates ('IC&A') is the longest established general practice chartered surveyors in Hong Kong with its founder still running this boutique consultancy. 

During the early 1980's there was only a handful of general practice surveying offices in Hong Kong, mostly branches of large corporates, geared to landlords and developers. IC&A opened in 1983 to meet the needs of an unserved market - acting for tenants in offices, banks, retail and domestic premises, all in need of advice, valuations, and rent review processing, sometimes via independent assessment or representation in the Lands Tribunal. Our aim: professional, cost effective, and personalized services.

The boutique format thrived, and Ian Cullen, supported by a small dedicated team, plus expert specialist consultants, have now over decades greatly widened its services. We also now cover compensation claims, development consultancy, arbitration, and government liaison on land grants. Ian has also acted as an expert witness in the courts, Lands Tribunal, and in arbitrations. However, our core principles remain:

  • provide personalized professional service by our principal, without project delegation, in all cases we process.

Our client base has evolved and expanded to now include blue chip property companies, major banks, international law practices, plus government, and quasi-government departments. Our objective remains unchanged; to provide top quality, independent advice and services. Experience shows that diligent market research, careful analysis, and detail in all our works achieve optimum results. This is most evident in complex property or valuation issues we have processed, whether at rent review, arbitration, or in expert witness testimony in the High Court or Lands Tribunal.
